New Refereeing Rules Aim to Speed Up the Game This Season

The Malta Football Association has rolled out a series of new refereeing directives ahead of the 2026/27 season, all designed to reduce delays, curb time‑wasting and increase effective playing time. The changes, aligned with updated international guidelines, will be enforced from the opening weekend of the Malta Premier League.

One of the most significant adjustments is the introduction of time‑limited substitutions, with players required to leave the pitch within ten seconds. Any delay will see the incoming player forced to remain off the field for at least one minute. Referees have also been empowered to act directly on restart delays: a slow throw‑in can now result in possession switching to the opposition, while a delayed goal kick may lead to a corner being awarded.

To further accelerate play, officials will use a five‑second visual countdown when restarts are being intentionally slowed. Failure to resume play within that window will see the ball handed to the opposing team. Additionally, players receiving treatment on the pitch must now remain off for a minimum of one minute once play restarts.

The MFA says the goal is simple: more football, less delay. These changes are expected to significantly increase match tempo and reduce stoppages as the new season gets underway.
