Speaker Anġlu Farrugia Addresses Ukraine Recovery Talks In Rome

Speaker of the House of Representatives, Anġlu Farrugia, delivered two important interventions during a parliamentary meeting held alongside the 4th Ukraine Recovery Conference in Rome.

Participating virtually, Speaker Farrugia addressed two crucial areas: the role of private investment in rebuilding Ukraine’s economy, and the importance of investing in human capital amid the ongoing war.
In his first speech, Speaker Farrugia emphasised that Ukraine’s recovery must go beyond infrastructure. He urged fellow parliamentarians to see this moment as an opportunity to build a modern, resilient economy that attracts private sector investment. He highlighted the need for robust legislative frameworks to support public-private partnerships, judicial reforms, and strong institutions that uphold contract enforcement and property rights.
In his second intervention, the Speaker turned attention to the human impact of the war, stressing that behind the figures lie real people whose lives have been uprooted. He called for a comprehensive approach to the safe and dignified return of refugees, focusing on housing, social services, and inclusive reintegration.
He also underscored the importance of vocational training, digital education, and reskilling programmes to equip displaced persons with the tools needed to contribute to Ukraine’s long-term recovery.
