Small-Medium Businesses Find Employee Shortage Biggest Issue

According to a new survey by the Malta Chamber of Small & Medium Enterprises (SMEs), a shortage of employees is the main issue faced in 2025 so far, following on from 2024.

In the second quarter of 2025, the two most important issues businesses were facing were employee shortages (45%) and unfair competition (24%).

Employee shortage continued to be the primary problem in Q2 2025, going on to increase from the past year.

Unfair competition also remained the second highest problem, but evened out as this year began.

In Q2 2025, the two most important issues businesses thought the country was facing and would like to see the government to do something about is overpopulation (37%) and lack of good governance (31%).

In Q2 2025, 30% of businesses thought that Malta was moving in the right direction, with over 70% thinking it was moving in the wrong direction.

59% of businesses are not sure if the next 12 months would be a good time to invest. 17% think it would be a good time, whereas 24% don’t think so.
