PN Pledges €25K Grant For Young People Buying 1st Home

The Partit Nazzjonalista (PN) has proposed a range of housing measures aimed at addressing Malta’s growing affordability crisis, with particular focus on a €25,000 grant for first-time homebuyers.
This grant is intended to ease the financial burden on young people and families struggling to enter a housing market that has seen property prices more than double in the past 12 years.
According to a recent report, the average property price has risen from €150,000 in 2013 to €337,500 in 2024 — a 125% increase — while the minimum wage has risen by only 35% in the same period.
The €25,000 grant is one of several initiatives proposed by the PN to help first-time buyers.
The party also plans to work with banks to offer more flexible and favourable loan terms and reduce or eliminate tax on the first €200,000 of a property’s value for eligible buyers.
Other measures include expanding grants and assistance schemes, creating affordable housing zones on public land, and reducing property purchase taxes for younger buyers.
These proposals are part of a broader effort to make home ownership more accessible and reduce the financial pressure on individuals and families, many of whom are increasingly priced out of the market.
With rental costs also on the rise, the PN argues that urgent action is needed to prevent further hardship and ensure that all citizens can access safe, affordable housing. The party emphasises that housing policy should be centred on people, not just development.
