PM Outlines Labour Migration Policy In PANINA Visit

Prime Minister Robert Abela visited the PANINA outlet in Santa Venera to discuss the upcoming Malta Labour Migration Policy, which will introduce its first 12 measures on 1 August. He was accompanied by Minister for Home Affairs, Security and Employment Byron Camilleri.
During the visit, Dr Abela met with the owner and employees of PANINA, a Maltese business that started in Fgura and has since expanded to five outlets, with further growth planned. The Santa Venera location is being upgraded with a larger kitchen to support wider operations.

The Prime Minister highlighted the role of local businesses in driving economic activity and employment. He stated that the policy aims to support employers while addressing challenges in the labour market. Key reforms include preventing employers from replacing workers with recruits from third countries if dismissals are found to be unjustified. The policy will also raise fees for hiring foreign workers.
According to the Government, the policy is intended to improve fairness and stability in the labour market while strengthening employment standards. Officials say the measures are designed to balance economic needs with protections for workers, though their long-term impact remains to be seen as implementation begins.
