The Independent Board for Police Complaints, chaired by retired Judge Geoffrey Valenzia, has published the conclusions of its inquiry into the murder of Nicolette Ghirxi, which occurred on August 12, 2024.
This inquiry was initiated at the request of the Ministry for Internal Affairs, Security, and Work to assess the implementation of recommendations from a previous joint inquiry concerning the murder of Bernice Cassar, conducted by the same judge on February 23, 2023.
The Board examined the actions of the Police Corps in relation to domestic and gender-based violence, focusing on the enforcement of relevant laws and procedures.
The inquiry found that the Police did not fail to take reasonable measures within their powers to mitigate the risk associated with Ghirxi’s case.
The Board emphasized that the circumstances of Ghirxi’s murder differed significantly from those of Bernice Cassar, despite both resulting in tragic outcomes.
Notably, while Cassar’s case presented numerous warning signs, Ghirxi’s did not exhibit similar patterns. The inquiry’s conclusions are being made public as part of standard practice alongside this statement.
