National Training Council For Local And Regional Councils Launched In Malta, Co-Funded By The EU

Malta has launched the first National Training Council for Local Government, co-funded by the European Union, aimed at providing professional development opportunities for those working within the local government sector.

The Council was set up following a wide consultation process with stakeholders, and its creation was one of the key recommendations that emerged. Its role will be to establish a coordinated, high-quality and sustainable training ecosystem for elected members and employees of local and regional councils, ensuring they are better equipped to serve their communities.

Speaking at the launch, Minister for European Funds and the Implementation of the Electoral Programme, Stefan Zrinzo Azzopardi, highlighted that through the European Social Fund, government is “investing directly in people and communities.” He explained that the €600,000 project would strengthen the skills and capacities of those serving in local and regional councils.

Parliamentary Secretary for Local Government, Alison Zerafa Civelli, who will chair the new Council together with representatives from the Local Government Division, the Local Councils’ Association, the National Association of Executive Secretaries and the Institute for the Public Service, noted that the Council has already approved its first two-year strategic plan. She emphasised that the government remains committed to supporting local councils, not only through funding schemes but also by investing in the people who form part of the sector.

Director General for Local Government, Emil Vassallo, announced that the Council’s first project is already under way. This will see 125 individuals, both elected representatives and employees, benefit from scholarships to pursue training and study opportunities in Malta and abroad. The aim, he said, is to strengthen their knowledge and skills in order to provide residents with a more efficient and professional service.
