Minister Clifton Grima Expresses Outrage And Disappointment Over MCAST Fraud Case

Education Minister Clifton Grima has publicly expressed his anger and deep disappointment following revelations that a former MCAST employee allegedly defrauded the institution of more than €2.3 million.
The remarks came after Francine Farrugia, a 31-year-old local councillor and former employee at MCAST’s salaries department, was charged earlier this week with fraud, embezzlement, money laundering, and computer misuse.
She has since resigned from all her roles within the Nationalist Party and from her seat on the Siġġiewi Local Council.
According to multiple reports, Farrugia allegedly defrauded MCAST of over €2.3 million while working in its salaries department between 2023 and 2025.
She is accused of exploiting the payroll system to authorise double payments, with significant sums transferred to her bank and Revolut accounts.
Authorities also prevented a further €122,000 transfer in July. A search of her residence uncovered luxury items, receipts showing extravagant purchases, and evidence of high-value property and vehicle acquisitions.
The Nationalist Party confirmed it contacted Farrugia’s legal counsel and was informed of her immediate resignation from all party responsibilities.
The party stated it will allow the legal process to take its course, while reaffirming its commitment to uphold the highest standards among its representatives.
Reacting to the arraignment, Education Minister Clifton Grima expressed his anger and disappointment at the situation.
He thanked the Police Force and MCAST administration for their cooperation and reaffirmed the college’s ongoing commitment to good governance, transparency and accountability. The case remains ongoing.
