Malta Launches Youth Vision For Council Of Europe Presidency

At the Public Service Expo Village 2025, Malta officially launched the youth vision and priorities for its upcoming Presidency of the Council of Europe under the theme “Empowering Youth, Shaping Europe’s Future.”

This milestone initiative underscores the Maltese Government’s commitment to placing young people at the heart of policymaking, both nationally and across Europe.

The youth-focused agenda identifies four core priorities:

Youth rights, with a strong focus on promoting social justice and equality;

Democratic participation, ensuring that young people have a meaningful voice in decisions affecting their lives;

Quality youth work, supporting personal, social, and civic development, and;

Mainstreaming youth perspectives across all policy areas, ensuring that young people’s needs and aspirations are fully reflected.

Parliamentary Secretary for Youth, Research, and Innovation, Keith Azzopardi Tanti, highlighted the significance of Malta’s role: “This Presidency is an opportunity to amplify the structured voice of young people across Europe. We envision youth not as a separate category, but as a vital part of society entitled to shape its future.”

In line with this vision, Malta will host two major events: the European Youth Work Convention next week and the Ministerial Conference on Youth in October 2025, which will mark a pivotal moment of collective commitment by Member States to youth development.

Matthew Vella, Permanent Secretary at the Ministry for Education, Sport, Youth, Research, and Innovation, described the initiative as a historic chance to embed youth policy into all levels of governance. Miriam Teuma, CEO of Aġenzija Żgħażagħ, emphasised the importance of creating lasting structures that allow youth ideas to thrive and influence decisions.
