Malta Launches Updated Highway Code & Educational Campaign

The Minister for Transport, Infrastructure and Public Works, Chris Bonett, has officially launched Malta’s updated Highway Code. This revised document has been designed to reflect the changing realities of mobility across the country, offering modern guidance to all road users.
Among the most significant updates are new rules for contemporary transport methods such as e-scooters and pedelecs. These additions aim to ensure that such vehicles are used safely and responsibly. The Code also provides clear guidance for new drivers, focusing on the importance of discipline and the risks posed by distractions, particularly the use of mobile phones while driving.

Detailed safety regulations have been included, such as the correct use of seatbelts and the wearing of appropriate helmets. The document also features educational illustrations of road signs and markings, aimed at improving public understanding and road awareness. Emphasis is placed on civic responsibility, respect, and cooperation among all who use Malta’s roads.
Minister Bonett also announced a wide-reaching educational campaign, including targeted efforts for children, to promote a more responsible road culture. He stressed that road safety must be a shared responsibility.

Transport Malta CEO Kurt Farrugia stated that as mobility changes, so must the guidance provided. The new Think Twice campaign will encourage people to reflect on the impact of their decisions while travelling.
The updated Highway Code was developed with input from various public entities, including the Malta Road Safety Council.
