Malta Launches Pre-Consultation Process for New Inclusive Education Strategy

Ministry of Education, Sport, Youth, Research and Inclusion, Clifton Grima, has launched a pre-consultation process that will lead to a new strategy on inclusion in Malta’s education system.
Before moving to a public consultation, the strategy will be shaped collaboratively with educators, families, voluntary organisations, and social partners. “This process draws on diverse everyday experiences to build a framework that recognises achievements and identifies areas for improvement,” said Minister Grima.

The new strategy, replacing the current one running until 2027, will be guided by the motto: ‘Education that Empowers. Inclusion that Transforms.’ It aims to ensure every student, regardless of ability or background, is recognised, heard, and supported.
Reflecting on Malta’s progress, Minister Grima noted, “Inclusive education is the result of years of work, reforms, and resilience. This strategy builds on that foundation, with evidence-based planning and meaningful stakeholder engagement.”
