“Committed To Achieving The EU’s Climate Goals Without Placing Excess Burden On Citizens” – Minister Miriam Dalli

Minister for the Environment, Energy and Public Cleanliness, Miriam Dalli, addressed several sessions, emphasising that Europe’s climate strategy towards 2040 and beyond must be guided by fairness, flexibility, and a clear understanding of real-world challenges.

The gathering brought together environment ministers from across the European Union to align priorities ahead of COP30 the forthcoming global climate summit scheduled to take place in Brazil.

As a small island state, Malta underscored the urgent need to finalise the Global Goal on Adaptation, a crucial climate objective focused on assisting countries in coping with the worsening impacts of climate change. “Adaptation is essential for small island states and communities on the frontline.” Minister Dalli stated.

She further called for climate reports, such as the Nationally Determined Contributions (NDCs), to be utilised not only as measures of progress but also as tools to shape a clear and shared global narrative. NDCs represent national climate action plans under the Paris Agreement.

Highlighting Europe’s environmental future, Minister Dalli identified two key areas for intensified action: climate adaptation and the circular economy. She pointed to Malta’s notable national progress, with the country’s circular material use rate exceeding the EU average in 2023 at 19.8%. Nevertheless, she acknowledged the challenges posed by Malta’s small size and limited natural resources.

Water resilience emerged as a key adaptation priority for Malta. The nation is developing a National Adaptation Plan with a strong focus on the water sector, responding to increasing threats from drought and rising sea levels. Malta also voiced robust support for the EU’s recently launched Water Resilience Initiative, aligning with its national objectives.

Looking ahead to 2040, Minister Dalli reiterated Malta’s backing for a science-based climate target, provided it remains fair and cost-effective. She emphasised the necessity for EU policies that reflect the varying capacities of Member States.

“We are a small country that has phased out the most polluting fossil fuels and invested in renewables, yet we still face significant challenges in other sectors. The next climate package must reflect this reality.” Minister Dalli explained.
