Workplace Safety And Substance Policies Discussed At Malta Council For Economic And Social Development

At a recent meeting of the Malta Council for Economic and Social Development (MCESD), social partners discussed two priority topics: workplace health and safety, including substance abuse and its implications, and the National Alcohol Policy.
Regarding health and safety, social partners acknowledged a reduction in workplace incidents but stressed that more needs to be done, including further action to reduce fatalities and ensure safe working environments for all. They highlighted the importance of increased training, awareness, and collaboration between public and private entities to enhance efficiency and effectiveness.
Additionally, they encouraged investments and incentives to motivate businesses to continue prioritising safety.
On the topic of alcohol and substance abuse, partners emphasised the need for safe and responsible workplaces. Substance abuse, including alcohol, poses risks to the wellbeing and safety of both employees and employers, necessitating stronger enforcement and educational initiatives.
Parliamentary Secretary for Social Dialogue, Andy Ellul, politically responsible for the MCESD, stated that the council will continue to encourage collaboration across all entities, with the primary goal of creating safer workplaces, protecting employees, and fostering a culture of shared responsibility. He also recognised the government’s work in the area of workplace health and safety, including the expansion of the OHSA to carry out more inspections.
Justice Minister and Construction Sector Reform lead, Jonathan Attard, alongside Chairperson of the Health and Safety Authority, Pierre Fava, and CEO Dr Josianne Cutajar, presented reforms implemented in recent months aimed at instilling a cultural shift in how health and safety are approached. Minister Attard noted that a key step in this change was the introduction of the new OHSA law, which places employee health and safety as a top priority.

Also present was Minister for Social Policy and Children’s Rights, Michael Falzon, who reaffirmed the government’s commitment to continuing measures in this sector. He highlighted the National Alcohol Policy, which has sparked various reactions during public consultation, and noted that the policy is now in its final stage prior to publication. Minister Falzon also mentioned legislation empowering authorities to conduct random roadside testing to prevent potentially fatal incidents.
Parliamentary Secretary for Equality and Reforms, Rebecca Buttigieg, added that maintaining an open dialogue with social partners is essential. She emphasised that reforms regarding responsible cannabis use aim to ensure that individuals using cannabis responsibly are not criminalised, while also ensuring that national laws are respected.
Finally, Parliamentary Secretary Andy Ellul stressed that this open, collaborative approach with social partners represents a serious and considered method of policy-making. He described MCESD meetings as a forum where government and social partners exchange ideas, ensuring that legislation reflects the needs and priorities of the public.
