Who Is Clyde Caruana? The Man Behind Malta’s Budget 2027
Local

All eyes will be on Finance Minister Clyde Caruana this evening as he presents Malta’s Budget 2027, marking his sixth Budget speech since taking office in November 2020.

Born on 21 February 1985, the 41-year-old economist has built a career combining economics, public administration and politics.

Before becoming Finance Minister, Caruana worked at the National Statistics Office, served as Mayor of Żabbar, headed Jobsplus and was Prime Minister Robert Abela’s Chief of Staff. He also lectured in economics at the University of Malta.

Caruana entered Parliament through co-option in October 2020 and succeeded Edward Scicluna as Finance Minister the following month.

He went on to win election in both the 2022 and 2026 general elections, securing seats in two districts on both occasions. In 2026, he was elected in the Second and Eighth Districts, later giving up his Eighth District seat, which was filled by Ramona Attard.

Caruana has developed a reputation for his direct, outspoken approach to economic matters, sometimes delivering uncomfortable messages about Malta’s finances.

His years in office have seen Malta navigate the pandemic’s economic aftermath, rising international energy costs and global uncertainty, while maintaining strong economic growth. However, questions surrounding government spending and long-term financial sustainability remain.

Tonight, Caruana returns to Parliament to outline the Government’s financial plans for 2027, with households and businesses watching closely.
