“The Voice of Animals” Conference reinforces national commitment to animal welfare and protection

The “Voice of Animals” conference brought together institutional representatives, experts, voluntary organisations and stakeholders from across the animal welfare sector, with the aim of strengthening coordination, dialogue and concrete action in this important area.

The conference provided a national platform for discussion on recent developments within the legal and operational framework for animal protection, as well as the need for improved education, prevention and collaboration between all entities involved.

In his address, the Minister for Agriculture, Fisheries and Animal Rights Anton Refalo emphasised the importance of effective enforcement of existing laws as the foundation of a strong animal protection system. He stated that the Government remains committed to strengthening enforcement structures, improving operational capacity and ensuring that every case of abuse or neglect is addressed in a serious, swift and consistent manner.

Minister Refalo also said that animal protection is not only a legal issue but also one of culture and social responsibility, requiring a comprehensive approach that includes education and awareness within the community.

Parliamentary Secretary Alicia Bugeja Said stressed the importance of safeguarding animal welfare at a national level, both as individuals and as a society. She reaffirmed the commitment to taking the necessary steps to ensure that no animal suffers trauma or is exposed to abuse, abandonment or neglect. She highlighted the importance of working closely with non governmental organisations and all members of society to achieve meaningful progress.

The conference was also addressed by Lydia Abela, who said the subject is not only important but also personal to her, as animals have always been central in her life. She noted that Malta has made significant progress in animal protection, but further collective effort is needed to strengthen a culture of respect, care and responsibility.

Dr Abela concluded by stating that in the coming months and years, Malta aims to be more ambitious in implementing new projects that improve animal welfare and contribute to a fairer society that cares for all.

The conference ended with a clear call for stronger coordination between all entities involved, ensuring that animal welfare continues to be supported through concrete action, effective enforcement and sustained commitment.
