The Victoria 2031 Foundation has welcomed the Government’s decision to establish its headquarters within the historic Gozo Law Courts building at the Cittadella.

The Foundation described the move as a meaningful step in creating a new cultural and creative legacy for Victoria and Gozo. The Government formally announced the decision in Parliament last week during the debate on the Budget 2026 estimates for the Ministry for Gozo and Planning.

In a statement, the Foundation said the announcement marks another important milestone in Gozo’s journey towards the European Capital of Culture title, which the island is aiming to achieve in 2031.

The decision strengthens Victoria’s role as a cultural and civic hub and situates the heart of the project within one of Gozo’s most significant heritage sites. The Foundation noted that the location at the Cittadella roots the 2031 programme in the symbolic centre of Gozo’s identity, history, and community life.

Dr Samuel Azzopardi, President of the Victoria 2031 Foundation and President of the Gozo Regional Council, said the move reinforces the long-term vision behind the title bid. Establishing the headquarters within the Cittadella connects future plans with shared heritage and supports the creation of a programme that will endure beyond 2031.

The new headquarters will serve as an active space for collaboration, participation, and imagination, bringing together artists, cultural practitioners, policy experts, and communities. It will act as the central home from which the 2031 programme is shaped.

The Foundation expressed gratitude to the Ministry for Gozo and Planning, the Ministry for Culture, the Parliamentary Secretariat for Local Government, the Victoria Local Council, the Gozo Regional Council, and all other stakeholders who supported the bid.

Special recognition was given to former Victoria Mayor Josef Schembri, who initiated the early expression of interest, and current Mayor Brian Azzopardi, under whose guidance the bid was formally submitted.
