The Partit Nazzjonalista has presented a consultation document titled Innaddfu lil Malta, outlining proposals for improving waste management and public cleanliness in Malta.

The document was introduced by Shadow Minister for Climate Change and Public Cleanliness Eve Borg Bonello and Liam Sciberras, President of the PN’s College of Local Councillors.

The proposals are based on consultations with local councils, commercial operators, environmental NGOs, and other stakeholders. They aim to address challenges in densely populated areas and improve the overall management of waste across the country.

Immediate measures include the installation of underground bin systems, which are high-capacity, sealed containers that reduce odours, deter pests, and enable faster waste collection.

Where underground bins are not feasible, partitioned collection vehicles are suggested to allow multiple waste types to be collected in a single run, increasing efficiency and collection frequency.

Medium-term proposals focus on sustainability, such as full electrification of waste collection fleets, use of recycled water for street cleaning, and deployment of smart bins nationwide to optimise collection routes and reduce traffic congestion.

The document also recommends strengthening enforcement mechanisms, including enabling local councils to issue fines for non-compliance, and implementing tailored solutions for specific areas, such as graffiti removal in urban centres or marine debris collection in coastal zones.

A central element of the plan is a carrying-capacity study, supported by data from smart infrastructure, which would guide long-term waste management planning.

Eve Borg Bonello and Liam Sciberras said that the proposals are intended to provide practical and data-driven solutions to support more efficient and sustainable waste management across Malta.
