Speaker Carmelo Abela Highlights Importance Of Parliamentary Diplomacy At IPU Meeting

Speaker of the House of Representatives Carmelo Abela highlighted the importance of parliamentary diplomacy, dialogue and international cooperation while addressing the Steering Committee of the 12+ Group of the Inter-Parliamentary Union (IPU), which met in Valletta.

Welcoming committee members, including those attending remotely, Speaker Abela said the meeting reflected the continued importance of cooperation, dialogue and the exchange of experiences between parliaments.

Recalling his own parliamentary career and involvement in international and regional parliamentary forums, Abela said these experiences reinforced his belief that parliamentary diplomacy plays an essential role in bringing people together, promoting understanding and maintaining channels of communication amid growing international challenges.

The Speaker also referred to Malta’s longstanding membership of the IPU since 1988 and the Maltese Parliament’s continued commitment to the organisation’s principles and objectives. He described the IPU as an important platform where parliaments from around the world can exchange views and cooperate in support of peace, democracy and dialogue.

Discussing the role of the 12+ Group, Abela highlighted its contribution to consultation and coordination among members, particularly in preparation for IPU Assemblies, debates, resolutions, emergency items, and discussions on candidatures and vacancies within the organisation’s bodies.

He said Malta has consistently recognised the value of building bridges between countries, regions and different traditions, adding that engagement and mutual respect remain important foundations for cooperation even when views differ.

The Speaker concluded that meetings such as the Steering Committee gathering demonstrate the lasting value of parliamentary dialogue at a time of significant global challenges. He said such forums allow members to coordinate positions, listen to different perspectives, strengthen relationships and reinforce the cooperation needed for effective parliamentary diplomacy.

The 12+ Group brings together mainly European parliaments alongside other Western states, including Israel, Australia, Canada and New Zealand, and supports coordination and representation within the IPU.
