Speaker Angelo Farrugia Calls For Greater Commitment To Protect Humanity In Times Of War

At the 151st Assembly of the Inter-Parliamentary Union (IPU) in Geneva, Switzerland, Speaker Angelo Farrugia took part in a session on “Protecting Humanity in Times of War.” In his address, delivered in his capacity as Chair of the Committee on International Humanitarian Law (IHL), Speaker Farrugia commended the vital and delicate work of the Red Cross in conflict zones worldwide, particularly its role in facilitating the return of refugees during the war in Gaza. He emphasised to fellow parliamentarians that respect for international humanitarian law is most crucial during times of war, underscoring the shared responsibility of legislators to ensure its observance across all nations.

Citing figures from the UN Office for the Coordination of Humanitarian Affairs (OCHA), Speaker Farrugia highlighted that more than 300 million people worldwide will require humanitarian assistance in 2025. He described the current humanitarian landscape as deeply challenging, particularly within regions affected by armed conflict.
According to OCHA data, in 2024 alone, a record 383 aid workers were killed, 308 were wounded, 125 were kidnapped, and 45 were detained while carrying out their duties. Speaker Farrugia expressed grave concern at these statistics, describing them as “alarming” and emphasising that such figures demonstrate the urgent need for stronger protection of humanitarian workers.
He underscored that parliamentarians have a critical role to play in ensuring that humanitarian principles are respected and safeguarded. Through legislation, oversight, and advocacy, national parliaments can contribute meaningfully to protecting those who deliver aid, uphold human dignity, and work to alleviate suffering in times of crisis.
