Should Malta Have Its Own ‘Ministry Of Sex’?

Malta already has quite a few government ministers, but could there be room for one more? And what would a Ministry of Sex actually do?
Believe it or not, the idea recently caused chaos in Armenia, where politicians ended up throwing chairs and punches during a fight in parliament.
The argument followed earlier comments about creating a so-called "Ministry of Sex", aimed at improving people's sex lives and addressing the country's low birth rate.
Although it was never an official government proposal, it got us thinking. Could Malta use something similar?
Because here's the thing: Malta has a baby problem. People simply aren't having as many children as they used to.
In fact, according to Eurostat, Malta had the lowest fertility rate in the EU in 2024, with an average of just 1.01 children per woman.
To put that into perspective, a country generally needs around 2.1 children per woman to maintain its population naturally, without relying on migration.
And it's not just Malta. Birth rates are falling across Europe.
So, what could a Ministry of Sex actually do?
Well, apart from having a rather interesting name, it could focus on sexual health, helping couples struggling to have children, improving sex education and encouraging conversations about relationships and intimacy.
It could also look into why people are having fewer children, whether that's because of expensive housing, the cost of raising a family or simply choosing not to become parents.
Of course, Malta already has ministries responsible for health, families and education. So would we really need another one?
There's no suggestion that Malta is actually planning to introduce a Ministry of Sex. But with birth rates at record lows and an already sizeable Cabinet, it's certainly an interesting conversation.
What do you think? Should Malta have its very own Ministry of Sex, or do we already have enough ministers?
