Prime Minister Robert Abela attended a two-day European Council summit in Brussels, where leaders discussed the European Union’s long-term budget for 2028-2034, competitiveness, energy prices, migration, the situation in the Middle East and Ukraine, and EU enlargement.

Before the summit, Abela joined a meeting with 17 Member States that consider cohesion policy a priority. The countries agreed on the need for an ambitious, balanced and fair EU budget that protects citizens’ interests.

During discussions, Abela said cohesion policy must remain strong and allow all Member States, regardless of their size or circumstances, to continue progressing. He described it as an important tool for strengthening the EU’s global competitiveness and reiterated Malta’s opposition to new EU taxes. He also called for a concrete solution for the agricultural sector that reflects its realities.

“The European Union budget must continue protecting the interests of our citizens so that more prosperity can continue to be created,” Abela said.

On energy and competitiveness, the Prime Minister highlighted Malta’s challenges as an island country, including high international energy prices, limited gas interconnection and reliance on external supplies. He said Malta remains committed to climate targets but needs flexibility to support families and businesses.

Abela also called for fewer barriers within the Single Market, reduced administrative burdens on businesses, particularly small and medium-sized enterprises, and stronger European industry.

Discussing international issues, Abela stressed the importance of humanitarian access, international law and a two-state solution in the Middle East. He also highlighted maritime security, warning of its impact on energy, supply chains and food security.

On migration, he called for effective implementation of the EU’s Migration and Asylum Pact, stronger action against smuggling networks and closer cooperation with third countries to increase returns and reduce irregular arrivals.

The summit also addressed EU enlargement, with Abela stressing that accession must remain based on merit and individual progress.
