PN Promises Metro Malta Plan: Says 1st Phase Could Be Operational Within 5 Years

The Nationalist Party has officially unveiled its electoral manifesto, with one of its flagship proposals focusing on addressing Malta’s growing traffic congestion through the introduction of a new underground Mass Rapid Transport System.

PN leader Alex Borg described traffic as one of the country’s greatest burdens on families, workers, businesses and overall quality of life, stating that the party aims to “give people their time back”.

The proposal outlines a modern transport system, largely underground, beginning with a North-South line of around 11.5 kilometres.

The first phase would include eight stations and ten operational trains, with an estimated investment of approximately €1.4 billion. PN said the first services could begin operating within the first five years of a new government.

A second phase would extend the network further, bringing total investment to around €3.9 billion over several years. The system is expected to handle approximately 55 million trips annually once fully operational.

According to PN, funding would be secured through discussions with European investment banks, long-term financing mechanisms, EU funds and the Malta Development Bank, with the aim of minimising pressure on public finances.

The party emphasised that the project is not only intended to reduce traffic but also to improve quality of life by enabling people to spend less time commuting and more time with their families. The manifesto also proposes integration with ferries, buses, feeder routes, park and ride facilities, taxis and wider mobility hubs.

PN has also pledged that the service would be free for Maltese and Gozitan residents.

The party said the project would also contribute to improved air quality, reduced pollution and noise, and the creation of additional public spaces by lowering dependence on private vehicles.

The initial implementation phase, including planning, financing and tenders, would begin within the first 100 days of a new PN government.
