Partit Momentum Calls For Full-Time MPs And Higher Pay

Partit Momentum has presented a series of proposals aimed at reforming Malta’s parliamentary system, including the introduction of full-time MPs with higher salaries and stronger accountability mechanisms.

The party stated that Parliament currently faces structural limitations because many MPs balance parliamentary responsibilities with other professional roles.

According to Momentum, this situation can create conflicts of interest and reduce Parliament’s ability to scrutinise government decisions effectively.

Among the proposals announced is the introduction of full-time parliamentary roles with salaries that better reflect the responsibilities of elected representatives.

Momentum said higher pay should be accompanied by stricter rules governing outside employment and conflicts of interest, with the aim of strengthening public confidence in political institutions.

The party is also proposing the creation of special parliamentary investigation committees modelled on those used by the European Parliament.

These committees would have powers to summon witnesses and request documentation during investigations into major public controversies and scandals.

In addition, Momentum is calling for reforms to the Office of the Standards Commissioner and the Ombudsman so that their decisions become executive rather than advisory. The party argued that the current system allows recommendations issued by these institutions to be ignored without consequence.

Momentum Leader Arnold Cassola said the proposals are intended to strengthen democratic accountability and improve the functioning of Parliament.

He added that the party believes a transition towards a full-time legislature would allow MPs to dedicate themselves entirely to parliamentary work while reducing dependence on outside professional interests.
