Over 900 Million Beverage Containers Collected In BCRS Scheme Since Launch

Malta's Beverage Container Refund Scheme (BCRS) has collected more than 900 million beverage containers since its launch, as the Government introduces new measures aimed at improving the reliability, accessibility and overall performance of the system.
The updated framework focuses on strengthening the operation of Reverse Vending Machines (RVMs), improving consumer access and ensuring that the service meets clearer standards.
The changes aim to provide a more efficient experience for people returning used beverage containers while supporting Malta's wider environmental goals.
Energy and Environment Minister Miriam Dalli said the collection of more than 900 million containers shows the public's commitment to protecting the environment.
She added that the Government has listened to consumer feedback and is introducing stronger standards, greater accountability and more accessible collection options.
The amendments, introduced through Legal Notice 256 of 2026, establish clearer rules for the management, monitoring and future development of BCRS. They strengthen transparency and regulatory oversight through improved reporting, governance and data management requirements.
Under the revised framework, the performance of the Scheme's licensed operator will be assessed weekly against defined Key Performance Indicators. Minimum service standards for the national RVM network will also allow performance to be monitored through measurable criteria.
Further measures include the redistribution of RVMs, improved cleaning and staffing at public hubs, more frequent machine emptying and extended staffing arrangements at busy collection points.
The framework also allows approved third parties, including retailers and other organisations, to purchase, install and operate integrated RVMs, creating opportunities to expand collection infrastructure.
Meanwhile, the door-to-door collection service for people aged 60 and over and blue badge holders has collected more than 4.6 million containers through over 39,000 visits, providing an additional accessible return option.
