Ombudsman Publishes 45th Case Notes Highlighting Governance Challenges

The Parliamentary Ombudsman, Joseph Zammit McKeon, has presented the 45th edition of the Case Notes to the Speaker of the House, Anġlu Farrugia.
The publication compiles 38 cases concluded in 2025, offering insight into the work of the Ombudsman and Commissioners across key sectors.
This year’s report covers a wide range of issues, including public administration, employment practices, access to information, and service delivery.
It also addresses complaints in education, healthcare, planning, and environmental regulation, reflecting ongoing concerns about fairness, transparency, and procedural consistency.
Several cases point to areas needing improvement, particularly in communication, timeliness, and decision-making.
The Ombudsman emphasised that the Case Notes serve as a practical tool to strengthen governance and accountability, encouraging public authorities to refine their practices and engage more effectively with citizens.
