A new collective agreement between the Malta College of Arts, Science and Technology (MCAST) and the Malta Union of Teachers (MUT) marks a significant step in strengthening vocational education in Malta.

Covering the period from January 2022 to December 2027, the agreement aims to create a more stable and equitable working environment for staff, while ultimately improving the educational experience for students.

The agreement introduces structural reforms affecting educators, mentors, technicians, researchers and administrative staff.

Notably, it establishes new academic roles such as Professor and Associate Professor, alongside seven other new grades focused on research, mentoring, and guidance. These changes are intended to attract and retain specialised talent across various fields.

Working conditions have also been modernised, with new provisions for parental leave, breastfeeding clauses, remote working, and extended emergency leave.

These measures support staff wellbeing and promote a healthier work-life balance.

In terms of educational delivery, the agreement brings a shift towards a semester-based academic year, with 15-week terms designed to give students more consistency and structure. Paid study leave for educators and formal dissertation supervision processes have also been introduced.

The reforms are backed by an unprecedented €40 million investment and align with MCAST’s ongoing expansion, which includes over 200 courses across all MQF levels by 2025. The agreement places the student at the heart of a quality-driven education strategy, supported by modern facilities and motivated staff.

Overall, the deal reflects a collaborative effort to future-proof Malta’s vocational education system while ensuring high standards for both learners and professionals.
