Minister for Justice and the Reform of the Construction Sector, Jonathan Attard, together with the Minister for Education, Sport, Youth, Research and Innovation, Clifton Grima, have announced the launch of a new part-time diploma course in Construction Management. The course, delivered in partnership between the Building and Construction Authority (BCA) and the University of Malta, runs over two years.

Minister Attard explained that the course aligns with the Government’s vision of raising quality standards within the construction sector. He noted that this initiative is part of a broader series of reforms by the BCA in recent months, including the licensing of contractors and builders, the development of the first National Building and Construction Code, and the introduction of skill cards.

Minister Attard said, “Change in the construction sector cannot happen without a strong and well-trained workforce. That is why the Government is investing directly in employees within the Authority by offering and funding a Diploma in Construction Management, designed to strengthen their skills. This course reflects our belief in the potential of our workers. The future of the industry lies in the hands of prepared and motivated individuals, and this course is a clear step in that direction.”

The diploma curriculum covers subjects such as Regulatory Processes in Construction, Health and Safety, Management Skills, Building Regulations, Site and Contract Management, and Risk Management. Applicants must hold a Matriculation Certificate and a Secondary Education Certificate with at least a grade 5, or a Secondary Level Certificate with grade 3 in Maltese, English, and Mathematics. However, those without formal qualifications may still apply and will be interviewed by a specially appointed board.

Minister Grima highlighted that the course is a clear example of how education can respond directly to the practical needs of the industry and the labour market. “As a Government, we will continue to invest in practical education, preparing our people for a safer, sustainable, and more competitive future by training more specialised professionals. This strengthens quality and safety in construction projects while offering students and workers the opportunity to advance in their careers.”

The Chief Executive Officer of the BCA, Perit Roderick Bonnici, explained that the course was developed by the Authority’s education department. “Over the past two years, this department has identified gaps in industry education, training, and workforce development. Partnering with the University of Malta allowed us to create this diploma, aligned with the fifth level of the educational framework, specifically for BCA employees and industry workers. Participants will gain holistic industry knowledge as well as practical insights into construction processes and legislation. This course complements the first draft of the National Building and Construction Code, which we are developing concurrently,” he said.

Interested candidates can apply via the University of Malta website. Upon completion, participants can receive 70% of the course fee back through the Get Qualified Scheme. Employees of the BCA are eligible to complete the course free of charge.
