The annual conference of the Gender Mainstreaming Unit within the Directorate for Human Rights highlighted the progress made since the launch of Malta’s gender equality strategy in 2022, while also identifying areas where further action is required. Nearly two thirds of the measures set out in the strategy have now been implemented, marking steady advancement towards greater equality.

Parliamentary Secretary for Equality and Reforms, Rebecca Buttigieg, stated that 66 out of 104 measures have been fully completed. She noted that this represents a 63 per cent implementation rate, reflecting meaningful progress in addressing long standing inequalities. She also pointed out that work has already begun on a further 28 per cent of the actions included in the national strategy known as GEMSAP.

A key issue discussed during the conference was the pension gap, which has its roots in the historically lower participation of women in the labour market. Buttigieg explained that this gap developed over time, particularly when many women either did not work or left employment after marriage. She added that the current increase in women’s participation in the workforce is expected to gradually address this imbalance.

Measures introduced through the Budget were also highlighted, including increases in widows’ pensions and provisions for women with fewer than ten years of paid contributions. These steps aim to improve fairness and reduce disparities in pension outcomes.

Buttigieg emphasised that, while Malta has made notable progress across various sectors, further efforts are still needed. She reiterated that equality must benefit everyone and strengthen dignity, adding that the Government remains committed to advancing equality through continued reform and legislative action.
