Nationalist Party To Propose 'Omnibus Bill' To Implement Daphne Caruana Galizia Inquiry Recommendations

The Nationalist Party will present an ‘Omnibus Bill’ in Parliament aimed at implementing recommendations made by the Public Inquiry into the assassination of journalist Daphne Caruana Galizia.

The Bill, which will be tabled when Parliament reconvenes following the summer recess, proposes 10 areas of legislative reform.

These include changes concerning government duties, caretaker governments, obstruction of justice, public officials’ responsibilities, corruption and organised crime, unexplained wealth orders, journalism and protection against SLAPP proceedings.

The proposals were discussed during a meeting in Parliament between an Opposition delegation led by PN Leader Alex Borg and representatives from civil society, NGOs and various social and business organisations.

Borg said the reforms were intended to strengthen the Rule of Law and restore public trust in Malta’s institutions. He also said the PN would continue to focus on ensuring justice in connection with Caruana Galizia’s assassination.

Shadow Justice Minister Joe Giglio said the proposed legislation is not yet final and that feedback from stakeholders would be considered before it is presented.

The announcement comes after the Government declined to debate a PN motion calling for the Public Inquiry’s recommendations to be implemented by the end of October.
