MUMN Warns New TCN Taxes Could Worsen Malta’s Nursing Shortages

The Malta Union of Midwives and Nurses (MUMN) has criticised the Government's proposed additional taxes on third-country nationals (TCNs), warning that the measures could worsen existing nursing shortages across Malta's healthcare and elderly care sectors.

In a statement, the union argued that foreign nurses are essential to keeping hospitals, nursing homes and elderly care facilities operational, with both public and private institutions relying heavily on their contribution.

MUMN said the additional taxation could make Malta a less attractive destination for foreign healthcare professionals, potentially discouraging nurses from coming to or remaining in the country.

The union stressed that TCN nurses are not simply filling vacancies, but also caring for vulnerable patients and elderly residents while supporting their Maltese colleagues.

It warned that the measures could put further pressure on an already stretched workforce and jeopardise plans to open new healthcare and elderly care facilities.

MUMN is therefore calling on the Government to exempt TCN nurses employed in healthcare and elderly care services from the additional taxation.

The union is also requesting an urgent meeting with Deputy Prime Minister Ian Borg, during which it intends to present a number of proposals for consideration before the Budget measures are implemented.
