Minister for Justice and Reform of the Construction Sector Jonathan Attard delivered the opening address at the 2025 World Forum for Democracy, organised by the Council of Europe in Strasbourg. The Forum, held under the theme “Democracy at Risk: How Can We Revive It?”, brought together leaders, policymakers and civil society representatives from across Europe to reflect on the future of democratic governance.

In his speech, Minister Attard described democracy as a “shared human endeavour,” cautioning against viewing it solely as a set of institutions or procedures. He highlighted the importance of civic participation and public dialogue, while emphasising that real leadership requires courage and conviction. “Listening to citizens is essential,” he said, “but democracy thrives when leaders transform dialogue into action, when they pair empathy with conviction and humility with courage.” He encouraged policymakers to go beyond consultation and pursue reforms that deliver tangible and lasting change.

Minister Attard presented Malta’s recent democratic reforms as a model of renewal, including measures to strengthen judicial independence, reinforce the autonomy of the Attorney General and State Advocate, and enhance checks and balances between the executive, legislative and judicial branches. These reforms were developed in collaboration with the Council of Europe, the Venice Commission and other European partners to ensure compliance with international standards.

The Minister also reaffirmed Malta’s commitment to media freedom, announcing the completion of a national consultation on media reform. He noted that Malta was the first EU member state to adopt the Anti-SLAPP Directive, signalling a firm stance against legal threats intended to suppress public-interest journalism.

Beyond institutional reform, Dr Attard underscored the importance of civic education and digital literacy, particularly among young people, to help citizens engage meaningfully in public life and combat disinformation.

As part of the Forum’s cultural programme, the Minister inaugurated Fragile Foundations, a contemporary art exhibition curated by Fabrizio Mifsud Soler featuring Maltese artists. He remarked that “democracy, like art, is never static” but is sustained through reflection, participation and collective effort.

The day concluded with a Gala Concert at the Opéra national du Rhin, showcasing Maltese musical talent and celebrating shared European values of justice, dignity and peace.
