Minister Camilleri Meets EU Commissioner Roswall To Discuss Research Derogation On Seven Songbird Species in Malta

Minister for Gozo and Planning, Clint Camilleri, held a meeting with European Commissioner for Environment, Water Resilience and Competitive Circular Economy, Jessika Roswall. The discussion, requested by the Maltese Government, focused on the research derogation concerning seven species of songbirds in Malta.

Minister Camilleri explained that during his visit to Brussels, discussions were held not only with Maltese MEPs on matters relating to Gozo, hunting and trapping, but also with the European Commissioner responsible for these sectors. “We maintained a firm position one that fully adheres to the ruling of the European Court of Justice and has been adjusted to ensure full compliance. We also discussed possible long-term solutions for research and other initiatives that continue to respect both the European Commission and the Court’s decisions,” Camilleri stated.
The Minister reaffirmed Malta’s position and determination to ensure that the country is treated equally to other EU Member States. He underlined the Government’s commitment to ensuring a sustainable future for the sector.

Camilleri reiterated Malta’s pledge to respect rulings of the Court of Justice of the European Union, as expected by the Commission. He recalled that following the 2018 judgment on the traditional trapping derogation, Malta had complied by ending the practice. In response to the Court’s observation regarding a lack of scientific data, Malta introduced a new legislative framework under a separate derogation, strictly for research purposes.
The Minister emphasised that the research is being carried out through a citizen-based participatory science model, under strict supervision and enforcement measures to prevent illegal activities. He invited the European Commission to conduct an on-site verification mission to observe the project first-hand, reaffirming Malta’s commitment to transparency and cooperation.
Commissioner Roswall welcomed the dialogue with the Maltese authorities and confirmed that the European Commission remains open to continued discussions to ensure full compliance with EU law.
Minister Camilleri thanked Commissioner Roswall for the constructive meeting and reiterated his intention to maintain an open dialogue with the European Commission. He expressed optimism that ongoing technical discussions could lead to collaborative solutions serving the mutual interests of both sides.
In conclusion, Minister Camilleri reaffirmed that his foremost priority remains the protection of the interests of the Maltese and Gozitan people, ensuring that Malta is treated on an equal footing with all other EU Member States.
