MHRA Calls For Debate On Substance Abuse In Workplace

The Malta Hotels and Restaurants Association (MHRA) has called for a national debate on substance abuse and its consequences in the workplace.
Employers are increasingly left to manage this growing challenge without sufficient support, even though their legal responsibilities for health and safety continue to expand.
Recent debate has intensified following concerns raised by a cannabis lobby, which argued that random roadside testing could affect more than 60,000 users.
The group noted that the presence of cannabis in saliva does not necessarily mean impairment, as traces may remain long after use. Such arguments are adding to the complexity of the issue, raising questions not only about road safety but also about professional environments.
MHRA warns that substance use, even outside working hours, can spill over into the workplace, affecting colleagues, clients, and the wider community.
The association insists that while education is important, it is not enough. Authorities must provide enforcement mechanisms and practical tools so that employers can meet their duty to protect all.
