The Malta Federation of Organisations Persons with Disability (MFOPD) has welcomed the inclusion of employment participation targets for persons with disabilities in Malta Vision 2050, but cautioned that commitments must now translate into concrete action.

In a statement, the federation said that while the strategy sets a goal to increase employment participation by 2035, persons with disabilities have “heard similar commitments before” without experiencing the systemic change required.

Representing 45 member organisations, MFOPD reiterated longstanding calls for greater access to meaningful employment, fully accessible transport and infrastructure, inclusive education at all levels, coordinated person-centred support services, and stronger enforcement of disability rights obligations.

The federation stressed that targets alone are insufficient.

It is calling for clear action plans with annual benchmarks, sustained budget allocations, cross-ministerial accountability, regular publication of disability-disaggregated data and genuine co-production with representative organisations.

“Inclusion cannot remain aspirational,” MFOPD said, insisting that equal opportunity must be measurable, funded and enforceable.
