A Maltese Parliamentary delegation, led by Speaker of the House of Representatives Carmelo Abela and including MPs Deborah Schembri and Bernice Bonello, is participating in the 153rd Assembly of the Inter-Parliamentary Union (IPU) in Arusha, Tanzania.

During the General Debate on Enhancing Good Governance and Empowering Communities through Inclusivity, Trust and Opportunities for All, Speaker Abela highlighted Malta’s commitment to inclusive governance, parliamentary dialogue and the protection of human dignity.

He said that good governance must remain centred on people, with parliaments responsible for ensuring citizens are heard, governments are held accountable and public trust is strengthened through openness and engagement.

Speaker Abela referred to Malta’s constitutional amendment approved in July 2026, which expressly recognises disability as a protected characteristic. He stressed that inclusion must provide real opportunities for all citizens to participate in decisions affecting their lives.

The Speaker also addressed international issues, including peaceful coexistence in the Middle East, the role of parliamentary diplomacy, and the challenges posed by the increasing use of artificial intelligence in military systems. He emphasised the importance of human responsibility in decisions involving the use of force.

MP Deborah Schembri highlighted disability inclusion as a human rights issue, while Bernice Bonello participated in the Forum of Young Parliamentarians, discussing youth participation in parliamentary decision-making.

The Maltese delegation will continue participating in various IPU sessions and related meetings throughout the Assembly, focusing on democracy, human rights, peace and international cooperation.
