Malta To Reject New Hotels That Exceed Height Limit Or Fall Below 3 Star Standard

Malta is set to tighten its tourism development strategy, with authorities confirming that new hotel projects exceeding height limitations or failing to meet quality benchmarks will no longer be considered.

The announcement was made by Ian Borg as part of the newly introduced Tourism Accommodation Regulations 2026, which aim to shift the country towards a higher value tourism model.

Under the new framework, applications for:

Hotels exceeding permitted height limits;
Developments with more than 200 rooms;
Hotels rated below three stars will be automatically rejected.

Additionally, large scale concepts such as all inclusive resorts and tourist villages are being discouraged, signalling a clear move away from volume driven tourism.

Instead, authorities are encouraging:

Boutique and themed hotels;

Partnerships with international brands;

Upgrades in hotel classification;

Innovative design and technology.

The regulations also place emphasis on preserving architectural quality, including discouraging layouts where rooms overlook internal yards or poorly designed spaces.

Borg stated that the goal is to ‘raise standards across all accommodation categories’ while ensuring tourism growth remains sustainable and aligned with community wellbeing.
