Malta to Introduce New Integration Course for Third Country Nationals

The Maltese Government is advancing its Labour Migration Policy by introducing a Pre-Departure Course for all third-country nationals seeking work in Malta. The move aims to ensure workers are prepared to integrate into Maltese society while respecting the rights of all residents.
Announced during a press conference by Deputy Prime Minister Ian Borg and Minister for Home Affairs, Security and Employment Byron Camilleri, the course will cover essential topics such as basic English, cultural awareness, workplace rights and obligations, hygiene, and civil responsibilities. Applicants must pass an assessment, costing €250, to proceed with work applications.
The initiative complements existing sector-specific Skills Pass requirements and is part of a broader effort to strengthen oversight, protect workers’ rights, and admit only those who meet Malta’s labour needs. Workers already in Malta for at least a year may be eligible for longer permit renewals, particularly if they engage in skills development or specialised training.
Additional measures include a Suitability Check by Jobsplus, stricter enforcement against exploitation, and disqualification of non-compliant employers.
The Pre-Departure Course begins 5 January 2026, and from 1 March 2026, only applicants who have successfully completed it will be considered for employment. Further details are available on the Jobsplus website, with support via helpline 153.
