Malta Restricts Hostels & Guesthouses To Attract Better Tourism

Malta’s new tourism regulations are set to significantly limit the development of hostels and guesthouses, introducing stricter criteria focused on location, scale and purpose.

Under the updated rules:

Hostels will only be considered if integrated within educational institutions;

Large dormitory style rooms will no longer be permitted;

Hostels in residential areas will be capped at 40 beds.

Meanwhile, guesthouses will face their own restrictions:

A maximum of 20 rooms or 40 beds;

Only permitted within Urban Conservation Areas (UCAs) or heritage buildings;

Developments must actively preserve architectural features.

The regulations also introduce new classification labels, including:

Boutique and Luxury Boutique;

Heritage and Diffuso, referring to multi building accommodation within historic areas.

These measures reflect a broader shift towards culturally sensitive and design led accommodation, encouraging the adaptive reuse of historic buildings rather than large scale, high density developments.

Authorities say the goal is to enhance the tourism product while protecting Malta’s architectural identity and residential character.
