Malta recorded its lowest ever crime rate in 2025, according to the Crimemalta Observatory.

The crime rate stood at 27 offences per 1,000 residents, down from 46 per 1,000 in 2004, meaning crime per capita has fallen by 40% over the past 20 years.

Reported cases totalled 15,594, a 6% decrease from 2024 and far below projections of over 26,419 based on past trends.

The data shows this decline occurred despite population growth, strong economic activity and record tourism levels, with Malta’s crime rate remaining below the European average.

Theft reached its lowest level in 25 years, dropping by 70%, with similarly low figures recorded in Gozo.

All homicides were solved for another consecutive year since 2018, alongside record drug seizures.

Meanwhile, “indoor” crime such as fraud, money laundering and domestic violence now accounts for 34% of offences.

Minister Byron Camilleri said the results reflect long-term strategies focused on prevention, increased resources and community engagement.

He noted that while crime is inevitable in any society, Malta’s ranking among the twelve safest countries globally and the safest in the Mediterranean is a source of national pride, with further investment and stricter enforcement planned.

Police Commissioner Angelo Gafà highlighted that these outcomes were achieved through professionalism, data-driven policing and continuous investment, stressing that the 40% drop in crime and 70% fall in theft underline sustained progress despite evolving challenges, including digital crime.
