Malta May Be Voting Less, But It Still Outvotes Almost Everyone

Malta recorded its lowest voter turnout since Independence at the 2022 General Election, continuing a gradual decline observed over recent decades.

However, even at this reduced level, the country remains among the strongest voting democracies globally.

Official figures show that Malta achieved an 85.5 percent turnout in 2022, ranking fourth in the world for voter participation, behind Australia, Belgium and Luxembourg.

The contrast is clearer when viewed historically. In 1996 Malta reached its modern peak turnout of 95.9 percent, with almost all eligible voters casting a ballot. Between 1996 and 2022, average turnout remained around 93 percent, a level most democracies rarely approach.

Although participation has gradually fallen, Malta still outperforms most European and global democracies, reflecting a strong and enduring voting culture.

That culture shows no sign of fading. Malta goes to the polls again this Saturday for a general election, with early indications suggesting another high turnout.

The Electoral Commission reported that by 10 pm on 26 May 2026, participation had reached 96.19 percent. Of 6,821 registered voters, 6,561 had voted, reflecting very strong engagement throughout the day.

Polling stations were busy throughout, with voters arriving steadily to take part in the democratic process. Officials continue counting and verification ahead of final certified results.

Despite concerns about declining turnout, Malta continues to demonstrate one of the most engaged electorates in the world.
