Malta has once again cemented its reputation as a leading voice in justice reform and the rule of law in Europe, hosting a landmark joint meeting of the European Commission for the Efficiency of Justice (CEPEJ) today.

Held under the theme “Towards More Effective and People-Centred Digitalised Justice in Europe: Facing Future Challenges,” the event brought together all CEPEJ working groups and the Bureau in a single forum for the first time. Co-organised by Malta’s Ministry for Justice and Reform of the Construction Sector and CEPEJ of the Council of Europe, the meeting underscores Malta’s growing influence and credibility in shaping the future of European justice.

In his opening address, Minister for Justice and Reform of the Construction Sector, Jonathan Attard, welcomed delegates and highlighted Malta’s proud legal heritage and resilient democracy. He described the country’s reputation in the justice sector as one founded on trust, innovation, and a steadfast commitment to European cooperation.

Minister Attard emphasised Malta’s transformative journey in justice reform, particularly in the digital sphere. He noted that the country’s initiatives are more than technical upgrades; they are strategic efforts designed to reinforce legal certainty, transparency, and public trust. Through its partnership with CEPEJ, Malta has developed and is implementing a comprehensive Digital Justice Strategy and Action Plan to make justice more accessible, inclusive, and responsive.

The Minister also praised the leadership of Maltese Judge Mr Justice Francesco Depasquale, describing him as a symbol of Malta’s enduring commitment to CEPEJ’s objectives. He reaffirmed that Malta proudly embraces its role not only as host, but also as a trusted partner and active contributor to CEPEJ’s mission positioning itself as a driving force for justice reform and democratic values across Europe.

Throughout the day, delegates worked on drafting CEPEJ’s 2026–2029 Working Strategy and the 2026–2027 Activity Programme. Discussions also addressed the evolving needs of the justice sector, including the work-life balance of legal professionals, increasingly recognised as vital for sustainable reform.

Also speaking at the meeting were Mr Justice Francesco Depasquale, President of the CEPEJ, and Daniele Cangemi, Head of the Human Rights Law and Policy Division at the Council of Europe. Both expressed their appreciation to the Ministry for Justice for its ongoing collaboration with CEPEJ and the Council of Europe. They highlighted the importance of dialogue, innovation, and shared values in enhancing the efficiency and effectiveness of judicial systems across the continent.
