Malta Introduces On-The-Spot Fines For Tourists Who Break The Law

From the 1st of June, foreign nationals who do not reside in Malta, including tourists, will face immediate on-the-spot fines for offences committed while in the country.

Under new regulations introduced through a legal notice, Police officers, LESA officials and Environment and Resources Authority officers will be authorised to collect electronic payments instantly from offenders.

The measure aims to tackle a long-standing issue where non-residents often left Malta without paying penalties.

Authorities say the system will strengthen enforcement and improve public order, while introducing consequences for those who refuse to settle fines.

Minister for Home Affairs Byron Camilleri said the reform responds to concerns raised by Maltese and Gozitan citizens and forms part of wider efforts to maintain safety and discipline, including increased surveillance and specialised policing in Paceville.

The Malta Hotels and Restaurants Association welcomed the move, while officials confirmed that anyone contesting a fine will still have the right to appeal before a tribunal.
