According to Eurostat, Malta had the highest rate of immigration of EU and non-EU nationals relative to the resident population.
Malta saw 60 immigrants from EU and non-EU countries per 1,000 residents in 2024, making it the country with the highest rate in the EU.
In the same year, 4.2 million people immigrated to the EU from the EU and non-EU countries.
In total, there were an estimated 9.2 immigrants from non-EU countries per 1,000 residents in the EU.
Additionally, 1.5 million people migrated between EU countries. Malta was followed by Cyprus (42) and Luxembourg (38).
The highest share of immigrants from other EU countries was in Luxembourg (85.5% of immigrants from other EU countries).
