Malta Chamber Warns Against Populist Family Policy Promises

The Malta Chamber of Commerce, Enterprise and Industry has emphasised that while family-friendly policies are important, increasing parental leave on its own is not a guaranteed solution to improving fertility rates.

In a statement, The Malta Chamber acknowledged the value of policies that support better work-life balance and ease pressures on working families. However, it cautioned that such policies must be carefully and sustainably designed.

“Such a sensitive and important subject should not descend into a populist competition over who can promise the most generous benefits or the longest periods of leave, without first understanding the implications on productivity and our country’s competitiveness,” the Chamber stressed.

Research, noted The Chamber, shows that while extended leave can sometimes have positive outcomes, deeper causes such as high housing and living costs, economic instability, lack of childcare solutions, pursuit of higher education, and greater female labour force participation play a far greater role in family planning decisions.

Extending leave without addressing these issues, The Malta Chamber warned, risks creating costly measures with little real impact.

The Chamber urged Government, Opposition, and policymakers to ground decisions in evidence-based research, consider wider socio-economic factors, and avoid turning family policy into “an electoral bidding war.”

It added that Malta requires comprehensive and well-researched strategies that balance family wellbeing with economic growth and competitiveness.
