Leonid McKay Appointed CEO of Transport Malta as Stephanie Bonello to Lead Malta in Motion Implementation

Leonid McKay has been appointed Chief Executive Officer of Transport Malta, with his new role taking effect on Friday, 3 July 2026. He succeeds Kurt Farrugia, who has moved on to take up the position of CEO at Residenza Malta.

McKay brings extensive experience across Malta’s public sector. He previously served as CEO of the Housing Authority, where he oversaw the introduction of new schemes and reforms to rental legislation aimed at supporting thousands of households.

Following his tenure at the Housing Authority, McKay was appointed Executive Chairman of the Authority for the Responsible Use of Cannabis (ARUC). In 2024, he went on to serve as CEO of Jobsplus, where he launched work on Malta’s Labour Migration Policy. Prior to his appointment at Transport Malta, he was also serving as CEO of the Labour Party.

Before entering senior public office, McKay spent more than a decade working with Caritas Malta, later becoming Director in 2014. He holds a Master’s degree in Sociology and Social Policy and has a long-standing background in social activism.

Meanwhile, the implementation of the integrated transport strategy “Malta in Motion” will continue under the leadership of Dr Stephanie Bonello. Bonello has held several senior government roles and contributed to key housing reforms. She has served as Head of Secretariat within the ministry responsible for mobility since January 2024, working closely on the development of the plan.

Taking to Facebook, Transport Minister Chris Bonett thanked Kurt Farrugia for his service and congratulated both McKay and Bonello, expressing confidence in continued progress on sustainable mobility reforms in Malta.
