From 1 January 2026, smoking will be banned at two of Malta’s most popular beaches, Golden Bay in Malta and Ramla l-Ħamra in Gozo.

The measure forms part of the Smoking Control on Beaches Regulations 2025, a pilot project aimed at improving public health, protecting visitors from passive smoke, and reducing tobacco-related litter along the coast.

Designated smoking zones will remain available at both beaches, clearly marked and equipped with bins to prevent littering.

The Environment and Resources Authority, the Ministry for Health and Active Ageing, the Malta Tourism Authority, LESA, and the Executive Police will collaborate to enforce the new rules. Anyone breaching the ban will face a fine of €150.

Professor Charmaine Gauci, Superintendent of Public Health, described the move as a crucial step in reducing exposure to harmful second-hand smoke, which is linked to cancer, cardiovascular disease, and respiratory conditions.

CEO of the ERA Kevin Mercieca added that cigarette butts are among the most common forms of single-use plastic litter, posing serious risks to marine ecosystems.

The initiative builds on Malta’s existing restrictions on smoking in indoor public spaces, workplaces, and playgrounds, and aligns the country with other European nations that have adopted outdoor smoking bans.
