As revealed by the Labour Party’s manifesto ‘INT MALTA’, the party has pledged that, if elected to government, it would stop any development from commencing while a planning permit is still under appeal.

“Our priority in the area of planning is to ensure a fair and predictable process for everyone’, the manifesto explains.

‘During the first year of the legislature, we will begin the legislative process together with work on how permits are granted and on every aspect related to the appeals procedure.’

The Labour Party said that, within the first months of a new legislature, it would begin the legislative process to ensure no new building or development works can start before all permit appeal procedures are concluded.

The manifesto also proposes reforms to environmental appeals by splitting the Environment and Planning Review Tribunal into two separate bodies, including one dedicated solely to environmental matters.

Labour further pledged to launch a wide consultation process to revise Malta’s local plans, with the aim of protecting undeveloped land and addressing existing contradictions. The party said the reforms would create greater uniformity and certainty within the planning process.
