‘Independence Must Mean Independent Institutions’, Says Partit Momentum

Momentum has called for stronger independent institutions as Malta marks the 62nd anniversary of Independence, arguing that national sovereignty must also be reflected in the country's democratic institutions.

In a statement issued on Independence Day, the party said Malta should reflect on whether enough has been done to build institutions that are genuinely independent, accountable and capable of protecting the public interest.

Momentum argued that independence should not only mean self-government, but also ensuring that no politician, business or influential individual is above the law.

The party called for a police force with the independence, resources and authority to investigate corruption allegations regardless of who they involve, as well as stronger institutions responsible for preventing and investigating corruption.

The party also proposed greater safeguards for judicial independence, including a transparent process for appointing the Chief Justice. It called for an independent Public Broadcasting Service and Electoral Commission, reforms to the electoral system to improve representation and reduce clientelism, and a planning system that prioritises communities and the environment over private interests.

Momentum said institutions such as the Ombudsman and the National Audit Office should not have their findings ignored by the government, arguing that strong independent bodies are essential for public trust and democratic accountability.

Executive member Carmel Asciak said Malta's democratic development should continue beyond national independence by ensuring public appointments are based on merit and integrity, conflicts of interest are properly addressed, and public funds are managed transparently.

He added that the country should strive for equal application of the law, impartial justice and institutions that serve the common good. Asciak also called for political parties to be independent from developers, major donors and other vested interests, with transparent party financing and effective oversight to ensure political decisions are taken in the public interest.
