Here’s How The New Measure Will Protect Horses During Extreme Red Alert Heat

A new temporary measure will see horse-drawn carriages suspended whenever a Red Alert Extreme Heat Warning is issued by the Malta Meteorological Office.

This adds an extra layer of protection to existing rules that already prohibit their operation between 1pm and 4pm until the end of August, but will continue on in other months if red alert applies.

Parliamentary Secretary responsible for Animal Welfare Alicia Bugeja Said announced the measure as a preventative step aimed at safeguarding horses during periods of extreme heat.

The decision follows days of high temperatures in Malta, which can pose serious risks to the health and welfare of horses, particularly when they are required to pull carriages in challenging weather conditions.

The measure was introduced following cooperation between the Parliamentary Secretariat, the Directorate for Animal Welfare and representatives of horse-drawn carriage operators.

During these talks, operators agreed to voluntarily suspend activities whenever an Red Heat Warning is issued as an immediate step, with discussions set to continue in coming months with the aim of identifying the most appropriate long term way forward.

Bugeja Said said the measure reflected the Government’s commitment to placing animal welfare at the centre of decision-making, adding that preventative action is necessary when conditions could put animals at risk.

Director for Animal Welfare Dennis Sciberras said the guidelines were based on the precautionary principle and represented another step towards strengthening animal protection.

Horse-drawn carriage operators also welcomed the move. Charlie Barbara, representing Rabat operators, said the welfare of horses remained the most important consideration and thanked the authorities for reaching a balanced solution.
