Green Bonds Investment Continues To Drive Upgrades To Malta’s Water Network

Clearflowplus p.l.c., established in 2023 to finance investment in Malta’s water and wastewater sector through the country’s first Green Bonds, has continued to deliver positive financial results while supporting major infrastructure upgrades across Malta and Gozo.

Three years after its launch, the company recorded a profit of €363,000 during the first six months of 2026, while revenue increased to €1.78 million.

The results reflect the progress being achieved through investments financed by the Green Bonds, with funded projects delivering tangible improvements to Malta’s water infrastructure.

Over the past year, the Water Services Corporation (WSC) completed eight major water infrastructure projects across Malta and Gozo using funds from the Green Bonds. The projects focused on upgrading and modernising the water distribution network, improving efficiency and reducing water losses.

The works form part of ongoing efforts to strengthen the country’s water supply system and ensure it can meet future demand.

The Green Bonds issue, which has a total value of €25 million, has so far disbursed almost €17.8 million towards these projects, representing 71% of the total amount raised. Clearflowplus has also continued to meet its commitments to bondholders, making an interest payment of more than €1 million on 25 August 2026.

Minister for Energy, the Environment and the Regeneration of the Grand Harbour Miriam Dalli reaffirmed the Government’s commitment to supporting green investment in the water sector, highlighting the importance of ensuring that Malta’s infrastructure continues to serve residents and businesses while safeguarding environmental resources.

Clearflowplus Chairman Karl Cilia said the results demonstrate that green investment in Malta’s water infrastructure is producing measurable progress.

“These results show that green investment in Malta's water infrastructure is delivering real, measurable progress on the ground. We remain committed to using the Green Bonds responsibly, and to giving the public a clear view of how every euro is being put to work,” Cilia said.

Clearflowplus has also launched an online project tracker, allowing the public to follow the progress of projects financed through the Green Bonds in real time.
